Critics used such words as “passionate and dramatic” when describing the highest rated restaurants in Vilnius, adding that a conservative critic could be a bit confused by the dining industry of the Baltics. With great openings and unexpected closures, the dining scene of the region is sure to attract adventurous foodies who are open to everything new. With Nineteen 18 and Sweet Root occupying the second and third spots in the list, one may wonder about the leader. So, the best restaurant in the Baltics is located in Estonia’s capital, Tallinn. It is a restaurant called NOA Chef's Hall.
