If they honk persistently and ask you to increase speed, you simply need to give way to the drivers and continue driving in accordance with the speed limit.
It is worth noting that Portuguese drivers are somewhat stubborn. Even if they do not have the right to make a certain maneuver (for example, to overtake), they will still not give way to other cars until they make it. If a driver is moving at low speed, other cars can pursue him for more than one kilometer, honking constantly, until the driver doesn’t move to the right lane, so other cars can overtake him.
